"In my view it is critical, and urgent, that a new scheme be developed to provide a bridge between welfare and economic participation.  The Aboriginal Peak Organisations of the NT, with the assistance of Professor Jon Altman, have joined together to call for a new Community Employment and Enterprise Development scheme for remote Indigenous Australia.
